Oregon Parking Management Jump Start Guide

As communities throughout Oregon recover from the pandemic and grow and thrive generally, there is an increasing need for addressing parking congestion in downtowns and busy residential areas throughout the state. Further, new planning rules under the state’s Climate Friendly and Equitable Communities (CFEC) program restrict the ability of many jurisdictions to require minimum parking counts for new development.

To help Oregon cities navigate these challenges, Studio Davis worked with the Department of Land Conservation and Development to develop the Parking Management Jump Start Guide, a 140-page “instruction book” for how to manage parking published in October, 2024. The Guide includes guidance on the gamut of topics in parking management, from straightforward strategies to activate underused parking, to the latest best practices with regard to pricing and enforcement strategies, ultimately representing one of the most comprehensive parking management guidebooks produced to date. The project also included a significant component of outreach to Oregon cities and towns, yielding a robust set of Case Studies featuring parking stories and strategies from throughout the state and beyond.

In addition to the Guide itself, Studio Davis also developed companion pieces including a Parking Data Tool designed to facilitate data collection and analysis, and an interactive StoryMap to introduce the Guide. The Guide and all supporting materials can be downloaded from DLCD’s webpage here.
