As communities throughout Oregon recover from the pandemic and grow and thrive generally, there is an increasing need for addressing parking congestion in downtowns and busy residential areas throughout the state. Further, new planning rules under the state’s Climate Friendly and Equitable Communities (CFEC) program restrict the ability of many jurisdictions to require minimum parking counts for new development.
To help Oregon cities navigate parking-related challenges arising from the CFEC program and the State’s growth generally, Studio
Davis worked with the Department of Land Conservation and Development to develop this “instruction book” for how to manage parking. The project included a significant component of outreach to jurisdictions throughout the state, and includes a robust set of Case Studies featuring stories and strategies from throughout the state and beyond. This Guide includes guidance on the gamut of topics in parking management, from straightforward strategies to activate underused parking, to the latest best practices with regard to pricing and enforcement strategies, ultimately representing one of the most comprehensive parking management produced
to date.
