Studio Davis authored Guidance for Parking Management for the Washington State Department of Commerce, a statewide resource designed to help local governments manage parking as communities implement recent state reforms, including the Parking Reform and Modernization Act. The guide addresses residential neighborhoods, downtowns, and commercial areas, with practical direction on parking analysis, engagement, communications, time limits, pricing, permits, and enforcement.
A major focus was residential parking permit programs. Studio Davis reviewed nearly every permit program we could identify in Washington and interviewed local practitioners to understand how communities have responded to university spillover, downtown demand, neighborhood growth, and other local conditions. The guide walks cities through the decisions that shape a workable program, including district formation, boundaries, eligibility, permit quantities and pricing, visitor access, administration, and enforcement.
Rather than prescribing one model, the guidance helps communities start with the actual problem and design a management approach around local goals, constraints, and operating capacity. The final guide was published by Commerce in August 2026 as a companion to its guidance for implementing state parking requirements.
